How the hell did Saruman delve deep into ring lore? The elves can’t be bothered to write anything down, Sauron certainly didn’t publish a manual. How did he know any more about rings than anyone else? 

I’m imagining him watching lots of crackpot YouTube videos with titles like “The REAL secrets Celebrimbor DOESN’T WANT YOU TO KNOW!!!” Remember, he got deep into ring lore, but it’s not like he actually succeeded in making any particularly powerful rings.
