Sauron, as Melkor’s lieutenant, you clearly have sway over him. How do you get him to do things you want? And how much influence do you have over him, exactly?

I have no control of what he does of his own will. In matters of war and governance, I may convince him of a course of action using logic and reminders of our goal. At times I have used my own plight as a bargaining piece, but if he agrees not, then I obey.
